1. RAGHAV CHADHA HEADS RAJYA SABHA COMMITTEE ON PETITIONS  –

• Raghav Chadha, a Rajya Sabha member, was appointed chairman of the Committee on Petitions of the Upper House on 23 May 2026. The appointment took effect on 20 May 2026 after the committee was reconstituted by Rajya Sabha Chairman C.P. Radhakrishnan.

Committee on Petitions in Parliament

• The Committee on Petitions is a parliamentary committee of the Rajya Sabha that examines petitions presented before the House. It makes recommendations on matters of public importance and legislative concern.

Composition and Nomination

• C.P. Radhakrishnan nominated 10 members to the Committee on Petitions. The panel includes Harsh Mahajan, Gulam Ali, Shambhu Sharan Patel, Mayankkumar Nayak, Masthan Rao Yadav Beedha, Jebi Mather Hisham, Subhasish Khuntia, Rwngwra Narzary, and P. Sandosh Kumar.

राघव चड्ढा याचिकाओं पर राज्य सभा समिति के प्रमुख हैं –

• राज्यसभा सदस्य राघव चड्ढा को 23 मई राधाकृष्णन को उच्च सदन की याचिका समिति का अध्यक्ष नियुक्त किया गया।

संसद में याचिका समिति

• याचिका समिति राज्य सभा की एक संसदीय समिति है जो सदन के समक्ष प्रस्तुत याचिकाओं की जांच करती है। यह सार्वजनिक महत्व और विधायी सरोकार के मामलों पर सिफारिशें करता है।

रचना एवं नियुक्ति

• सी.पी. राधाकृष्णन ने याचिका समिति में 10 सदस्यों को नामांकित किया। पैनल में हर्ष महाजन, गुलाम अली, शंभु शरण पटेल, मयंककुमार नायक, मस्तान राव यादव बीधा, जेबी माथेर हिशाम, सुभाशीष खुंटिया, रंगव्रा नारज़ारी और पी. संदोश कुमार शामिल हैं।

 

2. UN HONOURS MAJOR ABHILASHA BARAK WITH GENDER ADVOCATE AWARD –

• Indian Army officer Major Abhilasha Barak received the United Nations Military Gender Advocate of the Year Award for 2025 on 22-23 May 2026. She serves with the United Nations Interim Force in Lebanon as Commander of the Female Engagement Team in the Indian Battalion.

United Nations Military Gender Advocate Award

• The United Nations Military Gender Advocate of the Year Award was instituted in 2016 by the Office of Military Affairs under the United Nations Department of Peace Operations. The award is presented annually to a military peacekeeper for work related to gender equality and Women, Peace and Security.

United Nations Security Council Resolution 1325

• United Nations Security Council Resolution 1325 was adopted in 2000 and deals with Women, Peace and Security. The resolution covers the participation of women in peace processes, the protection of women and girls in conflict, and gender perspectives in peacekeeping operations.

अभिलाषा बराक को मिला सम्मान –

• भारतीय सेना की अधिकारी मेजर अभिलाषा बराक को 22-23 मई को संयुक्त राष्ट्र सैन्य लैंगिक अधिवक्ता पुरस्कार 2025 से सम्मानित किया गया।

संयुक्त राष्ट्र सैन्य लैंगिक अधिवक्ता पुरस्कार

• संयुक्त राष्ट्र सैन्य लैंगिक अधिवक्ता पुरस्कार की स्थापना 2016 में संयुक्त राष्ट्र शांति अभियान विभाग के सैन्य मामलों के कार्यालय द्वारा की गई थी। यह पुरस्कार प्रतिवर्ष एक सैन्य शांति रक्षक को लैंगिक समानता और महिला, शांति और सुरक्षा से संबंधित कार्यों के लिए प्रदान किया जाता है।

संयुक्त राष्ट्र सुरक्षा परिषद संकल्प

• संयुक्त राष्ट्र सुरक्षा परिषद संकल्प 1325 को 2000 में अपनाया गया था और यह महिला, शांति और सुरक्षा से संबंधित है। यह संकल्प शांति प्रक्रियाओं में महिलाओं की भागीदारी, संघर्ष में महिलाओं और लड़कियों की सुरक्षा और शांति अभियानों में लैंगिक परिप्रेक्ष्य को शामिल करता है।

 

3. RBI APPROVES RECORD ₹2.87 LAKH CRORE DIVIDEND –

• The Reserve Bank of India approved a dividend of ₹2,86,588.46 crore for the Central Government for the accounting year 2025-26 on 22 May 2026. The amount is the largest surplus transfer in the history of the Reserve Bank of India and is 6.7% higher than the ₹2.69 lakh crore transferred in 2024-25.

• The Reserve Bank of India transfers surplus income to the Central Government under its annual balance sheet and profit distribution process. The dividend is derived after meeting expenditure, provisions, and risk buffers under the central bank’s accounting framework.

Central Board of Directors Meeting

• The decision was taken in the 623rd meeting of the Central Board of Directors of the Reserve Bank of India in Mumbai. Governor Sanjay Malhotra chaired the meeting, which approved the surplus transfer for FY26.

आरबीआई ने रिकॉर्ड ₹2.87 लाख करोड़ लाभांश को मंजूरी दी –

• भारतीय रिज़र्व बैंक (आरबीआई) ने 22 मई, 2026 को लेखा वर्ष 2025-26 के लिए केंद्र सरकार को ₹2,86,588.46 करोड़ का लाभांश देने की मंजूरी दी।

भारतीय रिज़र्व बैंक लाभांश ढांचा

• भारतीय रिज़र्व बैंक अपनी वार्षिक बैलेंस शीट और लाभ वितरण प्रक्रिया के तहत अधिशेष आय केंद्र सरकार को हस्तांतरित करता है। लाभांश केंद्रीय बैंक के लेखांकन ढांचे के तहत व्यय, प्रावधानों और जोखिम बफर को पूरा करने के बाद प्राप्त होता है।

केंद्रीय निदेशक मंडल की बैठक

• यह निर्णय मुंबई में भारतीय रिज़र्व बैंक के केंद्रीय निदेशक मंडल की 623वीं बैठक में लिया गया। राज्यपाल संजय मल्होत्रा ​​ने बैठक की अध्यक्षता की, जिसमें वित्त वर्ष 2026 के लिए अधिशेष हस्तांतरण को मंजूरी दी गई।

 

4. SAUDI ARABIA JOINS INTERNATIONAL BIG CAT ALLIANCE –

• Saudi Arabia became the newest member of the International Big Cat Alliance on 22 May 2026. The alliance now has 26 member countries and five observer nations.

International Big Cat Alliance

• The International Big Cat Alliance is an India-led global initiative launched by Prime Minister Narendra Modi in 2023. The Union Cabinet approved the alliance in February 2024. The IBCA works for the conservation of seven big cat species: tiger, lion, leopard, snow leopard, cheetah, jaguar, and puma.

Membership and Structure

• The IBCA includes member countries and observer nations. Saudi Arabia conveyed its intention to join the alliance in May 2026. The alliance provides a platform for coordinated action on wildlife conservation and biodiversity protection.

सऊदी अरब अंतर्राष्ट्रीय बिग कैट एलायंस में शामिल हुआ –

• सऊदी अरब 22 मई 2026 को अंतर्राष्ट्रीय बिग कैट एलायंस का नवीनतम सदस्य बन गया। इस गठबंधन में अब 26 सदस्य देश और पाँच पर्यवेक्षक देश हैं।

अंतर्राष्ट्रीय बिग कैट एलायंस

• अंतर्राष्ट्रीय बिग कैट एलायंस भारत के नेतृत्व वाली एक वैश्विक पहल है जिसे प्रधानमंत्री नरेंद्र मोदी ने 2023 में शुरू किया था। केंद्रीय मंत्रिमंडल ने फरवरी 2024 में इस गठबंधन को मंजूरी दी। आईबीसीए सात बड़ी बिल्ली प्रजातियों – बाघ, शेर, तेंदुआ, हिम तेंदुआ, चीता, जगुआर और प्यूमा – के संरक्षण के लिए काम करता है।

सदस्यता और संरचना

• आईबीसीए में सदस्य देश और पर्यवेक्षक देश शामिल हैं। सऊदी अरब ने मई 2026 में गठबंधन में शामिल होने की इच्छा व्यक्त की थी। यह गठबंधन वन्यजीव संरक्षण और जैव विविधता संरक्षण पर समन्वित कार्रवाई के लिए एक मंच प्रदान करता है।

 

5. SC ORDERS MANDATORY FIRS IN MISSING CHILD CASES –

• The Supreme Court of India ordered all police stations in India to register a First Information Report for every complaint of a missing child or missing person. The order was passed on 22 May 2026 by a bench of Justice Ahsanuddin Amanullah and Justice R. Mahadevan. The directions cover missing children, missing adults, kidnapping-related offences, Anti-Human Trafficking Units, and a national data grid for trafficking cases.

First Information Report in Criminal Procedure

• A First Information Report is the written record of information relating to a cognisable offence under Indian criminal law. In missing child cases, the Court directed immediate registration of FIRs without a preliminary inquiry. The FIRs must include relevant provisions of the Bharatiya Nyaya Sanhita relating to kidnapping.

सुप्रीम कोर्ट ने लापता बच्चों के मामलों में FIR दर्ज करना अनिवार्य किया –

• भारत के सर्वोच्च न्यायालय ने सभी पुलिस स्टेशनों को लापता बच्चे या लापता व्यक्ति की हर शिकायत पर प्रथम सूचना रिपोर्ट (FIR) दर्ज करने का आदेश दिया है। यह आदेश 22 मई 2026 को न्यायमूर्ति अहसानुद्दीन अमानुल्लाह और न्यायमूर्ति आर. महादेवन की पीठ द्वारा पारित किया गया था। ये निर्देश लापता बच्चों, लापता वयस्कों, अपहरण से संबंधित अपराधों, मानव तस्करी विरोधी इकाइयों और तस्करी के मामलों के लिए एक राष्ट्रीय डेटा ग्रिड पर लागू होते हैं।

आपराधिक प्रक्रिया में प्रथम सूचना रिपोर्ट

• प्रथम सूचना रिपोर्ट भारतीय आपराधिक कानून के तहत संज्ञेय अपराध से संबंधित जानकारी का लिखित रिकॉर्ड है। लापता बच्चों के मामलों में, न्यायालय ने प्रारंभिक जांच के बिना तत्काल FIR दर्ज करने का निर्देश दिया है। FIR में अपहरण से संबंधित भारतीय न्याय संहिता के प्रासंगिक प्रावधान शामिल होने चाहिए।
