• The 17th BRICS Summit, held in Rio de Janeiro, Brazil, in 2025, marks a pivotal moment in the grouping’s evolution as it witnessed a major expansion in membership and partnerships.
• The Summit concluded with the adoption of the Rio de Janeiro Declaration, reaffirming their collective commitment to strengthening cooperation across the Global South and promoting a more inclusive, equitable, and sustainable global governance framework.

17वां ब्रिक्स शिखर सम्मेलन 2025 रियो डी जेनेरियो: मुख्य आकर्षण, विस्तार और वैश्विक प्रभाव –

• 2025 में ब्राज़ील के रियो डी जेनेरियो में आयोजित 17वां ब्रिक्स शिखर सम्मेलन, समूह के विकास में एक महत्वपूर्ण क्षण है क्योंकि इसने सदस्यता और साझेदारी में एक बड़ा विस्तार देखा।

2. SPECIAL INTENSIVE REVISION OF ELECTORAL ROLLS –

• The Election Commission of India (EC) has initiated a Special Intensive Revision (SIR) of the electoral rolls in Bihar before the general elections for its Legislative Assembly.

About SIR

• Refers: A house-to-house verification process to update electoral rolls from scratch.
• Aim: To enrol all eligible citizens and remove ineligible/duplicate/foreign entries.
• Conducted by: Booth Level Officers (BLOs) under Section 21(3) of RPA, 1950 and Article 324(1) of the Constitution.

Objectives

• Ensure only genuine Indian citizens aged 18+ are on the rolls.
• Weed out illegal immigrants, duplicates, and ineligible voters.
• Maintain the integrity and credibility of the Electoral Roll.
• Strengthen democracy and enable free & fair elections.

 

मतदाता सूचियों का विशेष गहन पुनरीक्षण –

• भारत निर्वाचन आयोग (ईसी) ने बिहार विधानसभा के आम चुनावों से पहले मतदाता सूचियों का विशेष गहन पुनरीक्षण (एसआईआर) शुरू किया है।

एसआईआर के बारे में

• संदर्भित: मतदाता सूचियों को नए सिरे से अद्यतन करने के लिए घर-घर जाकर सत्यापन प्रक्रिया।
• उद्देश्य: सभी पात्र नागरिकों का नामांकन करना और अपात्र/डुप्लिकेट/विदेशी प्रविष्टियों को हटाना।
• आयोजित: जन प्रतिनिधि अधिनियम, 1950 की धारा 21(3) और संविधान के अनुच्छेद 324(1) के अंतर्गत बूथ स्तरीय अधिकारियों (बीएलओ) द्वारा।

उद्देश्य

• यह सुनिश्चित करना कि मतदाता सूची में केवल 18 वर्ष से अधिक आयु के वास्तविक भारतीय नागरिक ही शामिल हों।
• अवैध अप्रवासियों, डुप्लिकेट और अयोग्य मतदाताओं को हटाना।
• मतदाता सूची की अखंडता और विश्वसनीयता बनाए रखना।
• लोकतंत्र को मज़बूत बनाना और स्वतंत्र एवं निष्पक्ष चुनाव कराना।

 

3. PM MODI SETS $20 BILLION TRADE TARGET WITH BRAZIL BY 2030 –

• During a state visit to Brazil on July 9, 2025, Prime Minister Narendra Modi set a bold goal to increase India–Brazil bilateral trade to $20 billion by 2030, up from the current $12.2 billion.
• Speaking at a Joint Press Conference alongside Brazilian President Luiz Inácio Lula da Silva in Brasilia, PM Modi outlined a roadmap to deepen economic cooperation and strategic ties between the two major Global South economies.

Expanding Trade Through Mercosur

• Widening the Mercosur Preferential Trade Agreement
• PM Modi emphasized India’s intent to expand the Mercosur preferential trade agreement. Mercosur, a regional trade bloc comprising Brazil, Argentina, Paraguay, and Uruguay, currently has limited coverage with India.
• Modi stressed the need to include more products and enhance market access for Indian exporters.

The Prime Minister also highlighted sectors ripe for expansion such as:

• Agriculture and food processing
• Agri-tech and value-added food exports
• Digital public infrastructure
• Space technology and research collaboration

 

प्रधानमंत्री मोदी ने 2030 तक ब्राज़ील के साथ 20 अरब डॉलर के व्यापार का लक्ष्य रखा –

• 9 जुलाई, 2025 को ब्राज़ील की राजकीय यात्रा के दौरान, प्रधानमंत्री नरेंद्र मोदी ने 2030 तक भारत-ब्राज़ील द्विपक्षीय व्यापार को वर्तमान 2 अरब डॉलर से बढ़ाकर 20 अरब डॉलर करने का एक साहसिक लक्ष्य रखा।
• ब्रासीलिया में ब्राज़ील के राष्ट्रपति लुईज़ इनासियो लूला दा सिल्वा के साथ एक संयुक्त प्रेस कॉन्फ्रेंस में बोलते हुए, प्रधानमंत्री मोदी ने दो प्रमुख वैश्विक दक्षिण अर्थव्यवस्थाओं के बीच आर्थिक सहयोग और रणनीतिक संबंधों को गहरा करने के लिए एक रोडमैप की रूपरेखा प्रस्तुत की।

मर्कोसुर के माध्यम से व्यापार का विस्तार

• मर्कोसुर अधिमान्य व्यापार समझौते का विस्तार
• प्रधानमंत्री मोदी ने मर्कोसुर अधिमान्य व्यापार समझौते का विस्तार करने की भारत की मंशा पर ज़ोर दिया। ब्राज़ील, अर्जेंटीना, पैराग्वे और उरुग्वे से मिलकर बना एक क्षेत्रीय व्यापार समूह, मर्कोसुर, वर्तमान में भारत के साथ सीमित कवरेज रखता है।
• मोदी ने अधिक उत्पादों को शामिल करने और भारतीय निर्यातकों के लिए बाज़ार पहुँच बढ़ाने की आवश्यकता पर बल दिया।

प्रधानमंत्री ने विस्तार के लिए उपयुक्त क्षेत्रों पर भी प्रकाश डाला, जैसे:

• कृषि और खाद्य प्रसंस्करण
• कृषि-तकनीक और मूल्यवर्धित खाद्य निर्यात
• डिजिटल सार्वजनिक अवसंरचना
• अंतरिक्ष प्रौद्योगिकी और अनुसंधान सहयोग

 

4. BIHAR RESERVES 35% GOVERNMENT JOBS FOR DOMICILE WOMEN –

• In a major policy shift aimed at empowering women, the Nitish Kumar-led Bihar government has approved a proposal granting 35% reservation in government jobs exclusively for women who are native to Bihar. This decision was taken on July 8, 2025, during a meeting of the State Cabinet chaired by the Chief Minister.

Domicile Policy in Women’s Reservation Comes into Effect

• Previously, 35% horizontal reservation for women was available to all female applicants irrespective of their state of origin. However, with the new approval, only women who are domiciled in Bihar will now be eligible for this quota in direct recruitment across all cadres of state government jobs.
• The decision has been formalized through a proposal from the General Administration Department (GAD) and is the first implementation of a domicile-based policy in women’s reservation by the state in recent years.

बिहार में मूलनिवासी महिलाओं के लिए 35% सरकारी नौकरियाँ आरक्षित –

• महिलाओं को सशक्त बनाने के उद्देश्य से एक बड़े नीतिगत बदलाव के तहत, नीतीश कुमार के नेतृत्व वाली बिहार सरकार ने विशेष रूप से बिहार की मूल निवासी महिलाओं के लिए सरकारी नौकरियों में 35% आरक्षण देने के प्रस्ताव को मंज़ूरी दे दी है। यह निर्णय 8 जुलाई, 2025 को मुख्यमंत्री की अध्यक्षता में राज्य मंत्रिमंडल की बैठक के दौरान लिया गया।

महिला आरक्षण में अधिवास नीति लागू

• पहले, महिलाओं के लिए 35% क्षैतिज आरक्षण सभी महिला आवेदकों के लिए उपलब्ध था, चाहे वे किसी भी राज्य की हों। हालाँकि, नई मंज़ूरी के साथ, अब केवल बिहार की मूल निवासी महिलाएँ ही राज्य सरकार की नौकरियों के सभी संवर्गों में सीधी भर्ती में इस कोटे के लिए पात्र होंगी।
• यह निर्णय सामान्य प्रशासन विभाग (GAD) के एक प्रस्ताव के माध्यम से औपचारिक रूप दिया गया है और हाल के वर्षों में राज्य द्वारा महिला आरक्षण में अधिवास-आधारित नीति का यह पहला कार्यान्वयन है।

 

5. BULGARIA TO JOIN EUROZONE AS 21ST MEMBER FROM JANUARY 1, 2026 –

• On July 8, 2025, the European Union (EU) finance ministers gave their final approval for Bulgaria to adopt the euro as its official currency starting January 1, 2026. This move will make Bulgaria the 21st member of the eurozone.

From Lev to Euro

• Bulgaria will officially replace its national currency, the lev, with the euro. The fixed conversion rate is set at 1.95583 lev per euro. Prime Minister Rossen Jeliazkov hailed the decision as a “landmark moment” and reaffirmed the government’s commitment to a smooth and effective transition.

Reactions and Support

Top EU figures congratulated Bulgaria:

• European Commission President Ursula von der Leyen said the euro would bring “big benefits for Bulgarian people and businesses”.
• European Central Bank (ECB) President Christine Lagarde welcomed Bulgaria into the single currency area.
• EU Economy Commissioner Valdis Dombrovskis stated that the change represents a brighter, more prosperous future at the heart of Europe.

 

बुल्गारिया 1 जनवरी, 2026 से 21वें सदस्य के रूप में यूरोज़ोन में शामिल होगा –

• 8 जुलाई, 2025 को, यूरोपीय संघ (EU) के वित्त मंत्रियों ने बुल्गारिया को 1 जनवरी, 2026 से यूरो को अपनी आधिकारिक मुद्रा के रूप में अपनाने की अंतिम मंज़ूरी दे दी। इस कदम से बुल्गारिया यूरोज़ोन का 21वाँ सदस्य बन जाएगा।

लेव से यूरो तक

• बुल्गारिया आधिकारिक तौर पर अपनी राष्ट्रीय मुद्रा, लेव, को यूरो से बदल देगा। निश्चित रूपांतरण दर 95583 लेव प्रति यूरो निर्धारित की गई है। प्रधान मंत्री रोसेन जेलियाज़कोव ने इस निर्णय को एक “ऐतिहासिक क्षण” बताया और एक सुचारू और प्रभावी परिवर्तन के लिए सरकार की प्रतिबद्धता की पुष्टि की।

• यूरोपीय केंद्रीय बैंक (ईसीबी) की अध्यक्ष क्रिस्टीन लेगार्ड ने एकल मुद्रा क्षेत्र में बुल्गारिया का स्वागत किया।
• यूरोपीय संघ के अर्थव्यवस्था आयुक्त वाल्डिस डोम्ब्रोव्स्की ने कहा कि यह बदलाव यूरोप के केंद्र में एक उज्जवल और अधिक समृद्ध भविष्य का प्रतिनिधित्व करता है।
