1. AADHAAR WILL NO LONGER BE ACCEPTED AS PROOF OF BIRTH IN UTTAR PRADESH AND MAHARASHTRA –

• Uttar Pradesh and Maharashtra have issued new directives declaring that Aadhaar can no longer be used as a standalone document to establish date of birth. The orders, issued by the Planning and Revenue Departments respectively, aim to enforce stricter verification norms for birth records and correct certificates issued solely on the basis of Aadhaar.

New Verification Rules in Uttar Pradesh

• Uttar Pradesh has clarified that Aadhaar lacks any embedded birth certificate and therefore cannot be treated as proof of date of birth. All departments have been instructed to discontinue its use for this purpose. The directive emphasises that Aadhaar is only an identity document based on biometric enrolment and does not validate birth details.

Action Taken by Maharashtra Government

• Maharashtra has similarly ruled that Aadhaar cannot be used to issue delayed birth certificates. Birth certificates created solely through Aadhaar verification after the 2023 amendment to the Births and Deaths Registration Act will be cancelled. The government has initiated action against officials involved in issuing such certificates and ordered a review of past approvals at the level of competent authorities and district collectors.

 

उत्तर प्रदेश और महाराष्ट्र में अब जन्म प्रमाण के रूप में आधार स्वीकार नहीं किया जाएगा –

• उत्तर प्रदेश और महाराष्ट्र ने नए निर्देश जारी करते हुए घोषणा की है कि अब जन्मतिथि स्थापित करने के लिए आधार को एक स्वतंत्र दस्तावेज़ के रूप में इस्तेमाल नहीं किया जा सकता। क्रमशः योजना और राजस्व विभागों द्वारा जारी इन आदेशों का उद्देश्य जन्म अभिलेखों और केवल आधार के आधार पर जारी किए गए सही प्रमाणपत्रों के लिए कड़े सत्यापन मानदंड लागू करना है।

उत्तर प्रदेश में नए सत्यापन नियम

• उत्तर प्रदेश ने स्पष्ट किया है कि आधार में कोई अंतर्निहित जन्म प्रमाण पत्र नहीं है और इसलिए इसे जन्मतिथि के प्रमाण के रूप में नहीं माना जा सकता। सभी विभागों को इस उद्देश्य के लिए इसका उपयोग बंद करने का निर्देश दिया गया है। निर्देश में इस बात पर ज़ोर दिया गया है कि आधार केवल बायोमेट्रिक नामांकन पर आधारित एक पहचान दस्तावेज़ है और यह जन्म विवरण को मान्य नहीं करता है।

महाराष्ट्र सरकार द्वारा की गई कार्रवाई

• महाराष्ट्र ने भी इसी तरह का फैसला सुनाया है कि विलंबित जन्म प्रमाण पत्र जारी करने के लिए आधार का उपयोग नहीं किया जा सकता। जन्म और मृत्यु पंजीकरण अधिनियम में 2023 के संशोधन के बाद केवल आधार सत्यापन के माध्यम से बनाए गए जन्म प्रमाण पत्र रद्द कर दिए जाएँगे। सरकार ने ऐसे प्रमाण पत्र जारी करने में शामिल अधिकारियों के खिलाफ कार्रवाई शुरू कर दी है तथा सक्षम प्राधिकारियों और जिला कलेक्टरों के स्तर पर पिछले अनुमोदनों की समीक्षा का आदेश दिया है।

 

2. INDIA TO HOST 60TH DGP–IGP CONFERENCE –

• India will convene its 60th Director General of Police and Inspector General of Police Conference in Nava Raipur from 28 to 30 November, with top national leaders overseeing deliberations. The annual meet will centre on strategies to eliminate the remaining pockets of Naxal activity and assess the nation’s internal security preparedness.

Final Push Toward Eliminating Left-Wing Extremism

• The conference will prioritise the government’s target of completely eradicating Naxalism by 31 March 2026. With the deadline approaching, senior police chiefs and central force heads will review ground-level feedback, evaluate operational progress and address gaps in the final phase of counter-insurgency efforts. The presence of the Prime Minister, Home Minister and National Security Advisor underscores the strategic significance attached to this national security objective.

भारत 60वें डीजीपी-आईजीपी सम्मेलन की मेज़बानी करेगा –

• भारत 28 से 30 नवंबर तक नवा रायपुर में अपने 60वें पुलिस महानिदेशक और पुलिस महानिरीक्षक सम्मेलन का आयोजन करेगा, जिसमें शीर्ष राष्ट्रीय नेता विचार-विमर्श की देखरेख करेंगे। यह वार्षिक सम्मेलन नक्सली गतिविधियों के शेष बचे क्षेत्रों को समाप्त करने की रणनीतियों और देश की आंतरिक सुरक्षा तैयारियों के आकलन पर केंद्रित होगा।

• सम्मेलन में 31 मार्च 2026 तक नक्सलवाद के पूर्ण उन्मूलन के सरकार के लक्ष्य को प्राथमिकता दी जाएगी। समय सीमा निकट आने के साथ, वरिष्ठ पुलिस प्रमुख और केंद्रीय बल प्रमुख जमीनी स्तर की प्रतिक्रिया की समीक्षा करेंगे, परिचालन प्रगति का मूल्यांकन करेंगे और उग्रवाद-रोधी प्रयासों के अंतिम चरण में कमियों को दूर करेंगे। प्रधानमंत्री, गृह मंत्री और राष्ट्रीय सुरक्षा सलाहकार की उपस्थिति इस राष्ट्रीय सुरक्षा उद्देश्य से जुड़े रणनीतिक महत्व को रेखांकित करती है।

 

3. PUNJAB LAUNCHES ‘EASY REGISTRY’ SYSTEM TO SIMPLIFY PROPERTY REGISTRATION –

• Punjab chief minister Bhagwant Mann has introduced a new “easy registry” initiative aimed at removing long-standing hurdles in the state’s property registration process. The system is designed to curb delays, reduce corruption and streamline procedures for citizens across all districts.

Simplifying A Traditionally Complex Process

• For decades, property buyers and sellers in Punjab have faced repeated visits to Sub-Registrar offices, jurisdiction-linked restrictions and procedural delays. The new initiative seeks to eliminate these obstacles by allowing any Sub-Registrar office within a district to register properties located anywhere in that district. This flexibility reduces travel burdens and speeds up transactions for residents.

Key Features Of The Easy Registry System

• Under the new framework, citizens can draft sale deeds online or through Sewa Kendras by paying a nominal fee of Rs 500. All required documents can be submitted digitally within 48 hours. If objections arise, they will be immediately forwarded to the concerned Deputy Commissioner for verification. The system includes status updates through WhatsApp, offering real-time tracking of each stage of the registration.

 

पंजाब ने संपत्ति पंजीकरण को सरल बनाने के लिए ‘आसान रजिस्ट्री‘ प्रणाली शुरू की –

• पंजाब के मुख्यमंत्री भगवंत मान ने राज्य की संपत्ति पंजीकरण प्रक्रिया में लंबे समय से चली आ रही बाधाओं को दूर करने के उद्देश्य से एक नई “आसान रजिस्ट्री” पहल शुरू की है। यह प्रणाली देरी को कम करने, भ्रष्टाचार को कम करने और सभी जिलों के नागरिकों के लिए प्रक्रियाओं को सुव्यवस्थित करने के लिए डिज़ाइन की गई है।

पारंपरिक रूप से जटिल प्रक्रिया का सरलीकरण

• दशकों से, पंजाब में संपत्ति खरीदारों और विक्रेताओं को उप-पंजीयक कार्यालयों के बार-बार चक्कर लगाने, अधिकार क्षेत्र से जुड़ी पाबंदियों और प्रक्रियागत देरी का सामना करना पड़ता रहा है। नई पहल का उद्देश्य किसी भी जिले के किसी भी उप-पंजीयक कार्यालय को उस जिले में कहीं भी स्थित संपत्तियों का पंजीकरण करने की अनुमति देकर इन बाधाओं को दूर करना है। यह लचीलापन यात्रा के बोझ को कम करता है और निवासियों के लिए लेनदेन में तेजी लाता है।

• Jakarta has overtaken Tokyo to become the world’s most populous urban agglomeration, marking a major shift in global demographic patterns. A new UN-backed assessment places the Indonesian capital and its surrounding metropolitan region at 42 million residents, illustrating the accelerating scale of Asian urbanisation.

• The latest rankings show that nine of the world’s ten most populated cities are now in Asia. Following Jakarta are Dhaka at 37 million and Tokyo at 33 million. Other major Asian centres in the top tier include New Delhi, Shanghai, Guangzhou, Cairo, Manila, Kolkata and Seoul.
