1. INDIA-QATAR STRATEGIC PARTNERSHIP –

• Sheikh Tamim Bin Hamad Al Thani, the Amir of Qatar, visited India to enhance bilateral ties, focusing on trade, energy, and investment.
• Both nations committed to doubling trade to USD 28 billion and increasing Qatari investment in India.

Key Highlights of the Visit-

• Elevation to Strategic Partnership: Qatar and India have upgraded their bilateral relations to a strategic partnership, aiming to deepen cooperation in various sectors, including trade, investment, energy, and security.
• Target for Bilateral Trade: India and Qatar have set an ambitious target to double bilateral trade from USD 14 billion to USD 28 billion by 2030.
• Qatar’s Investment Commitment: Qatar’s sovereign wealth fund has invested USD 1.5 billion in India and committed an additional USD 10 billion in sectors like infrastructure, renewable energy, and emerging technologies such as artificial intelligence (AI) and machine learning.
• Avoidance of Double Taxation: A Revised Agreement for Avoidance of Double Taxation was also exchanged, which will foster economic and financial collaboration.
• Status of a Free Trade Agreement (FTA): Both nations discussed the possibility of a FTA.
• Negotiations are ongoing for an FTA between India and the Gulf Cooperation Council (GCC), which includes Qatar.
• Infrastructure: Discussed the operationalization of India’s Unified Payment Interface (UPI) in Qatar and the expansion of Qatar National Bank’s presence in India through GIFT (Gujarat International Finance Tec-City) City.
• Israel-Palestinian Conflict: India reaffirmed its support for a two-state solution.

भारत-कतर रणनीतिक साझेदारी –

• कतर के अमीर शेख तमीम बिन हमद अल थानी ने व्यापार, ऊर्जा और निवेश पर ध्यान केंद्रित करते हुए द्विपक्षीय संबंधों को बढ़ाने के लिए भारत का दौरा किया।
• दोनों देशों ने व्यापार को दोगुना करके 28 बिलियन अमेरिकी डॉलर करने और भारत में कतर के निवेश को बढ़ाने की प्रतिबद्धता जताई।

यात्रा की मुख्य बातें-

• रणनीतिक साझेदारी में उन्नयन: कतर और भारत ने अपने द्विपक्षीय संबंधों को रणनीतिक साझेदारी में उन्नत किया है, जिसका उद्देश्य व्यापार, निवेश, ऊर्जा और सुरक्षा सहित विभिन्न क्षेत्रों में सहयोग को गहरा करना है।
• द्विपक्षीय व्यापार का लक्ष्य: भारत और कतर ने 2030 तक द्विपक्षीय व्यापार को 14 बिलियन अमेरिकी डॉलर से दोगुना करके 28 बिलियन अमेरिकी डॉलर करने का महत्वाकांक्षी लक्ष्य रखा है।
• कतर की निवेश प्रतिबद्धता: कतर के संप्रभु धन कोष ने भारत में 5 बिलियन अमेरिकी डॉलर का निवेश किया है और बुनियादी ढांचे, नवीकरणीय ऊर्जा और कृत्रिम बुद्धिमत्ता (एआई) और मशीन लर्निंग जैसी उभरती प्रौद्योगिकियों जैसे क्षेत्रों में अतिरिक्त 10 बिलियन अमेरिकी डॉलर का निवेश करने की प्रतिबद्धता जताई है।
• दोहरे कराधान से बचाव: दोहरे कराधान से बचाव के लिए एक संशोधित समझौते का भी आदान-प्रदान किया गया, जो आर्थिक और वित्तीय सहयोग को बढ़ावा देगा।
• मुक्त व्यापार समझौते (एफटीए) की स्थिति: दोनों देशों ने एफटीए की संभावना पर चर्चा की।
• भारत और खाड़ी सहयोग परिषद (जीसीसी), जिसमें कतर भी शामिल है, के बीच एफटीए के लिए बातचीत चल रही है।
• अवसंरचना: कतर में भारत के एकीकृत भुगतान इंटरफ़ेस (UPI) के संचालन और GIFT (गुजरात इंटरनेशनल फाइनेंस टेक-सिटी) सिटी के माध्यम से भारत में कतर नेशनल बैंक की उपस्थिति के विस्तार पर चर्चा की गई।
• इज़राइल-फिलिस्तीनी संघर्ष: भारत ने दो-राज्य समाधान के लिए अपने समर्थन की पुष्टि की।

 

2. CHINESE AI STARTUP DEEPSEEK HAS LAUNCHED GENERATIVE AI MODELS (KNOWN AS DEEPSEEK) THAT RIVAL GLOBAL LEADERS LIKE OPENAI, GOOGLE, AND META WHILE OFFERING COMPETITIVE PERFORMANCE AT A SIGNIFICANTLY LOWER COST –

• DeepSeek is a free AI-powered chatbot similar to ChatGPT, providing text-based assistance via web, mobile, and API.
• Deepseek (AI firm) was founded by Liang Wenfeng in May 2023 that specialises in open-source Large Language Models (LLMs).
• Recent Advanced Models: DeepSeek-V3 excels in coding, translation, and writing, while DeepSeek-R1 outperforms OpenAI’s o1 in reasoning, math, and logic.

Different With Other AI Models-

• Open-Source Advantage: Unlike proprietary models (OpenAI, Google), DeepSeek allows cost-effective AI adoption without licensing fees.
• Advanced Architecture: Uses Mixture-of-Experts (MoE) for specialized tasks and Multi-Head Latent Attention (MLA) for efficiency, reducing training and deployment costs.
• Reinforcement Learning: Enhances reasoning through trial-and-error learning, enabling efficient distillation of large models.
• Real-Time Computation: DeepSeek-R1 displays reasoning in real time, outperforming OpenAI’s o1 in math, coding, and general knowledge.

चीनी AI स्टार्टअप डीपसीक ने जेनरेटिव AI मॉडल (जिसे डीपसीक के नाम से जाना जाता है) लॉन्च किया है जो ओपनएआई, गूगल और मेटा जैसे वैश्विक नेताओं को टक्कर देता है और काफी कम लागत पर प्रतिस्पर्धी प्रदर्शन प्रदान करता है –

• डीपसीक चैटजीपीटी के समान एक निःशुल्क AI-संचालित चैटबॉट है, जो वेब, मोबाइल और API के माध्यम से टेक्स्ट-आधारित सहायता प्रदान करता है।

3. PM MODI TO ATTEND MAURITIUS’ NATIONAL DAY CELEBRATIONS AS GUEST OF HONOUR –

• Prime Minister Narendra Modi is set to visit Mauritius next month to participate as the Guest of Honour at the country’s National Day celebrations.
• This announcement was made by Mauritian Prime Minister Navin Ramgoolam, who emphasized that Modi’s presence underscores the deep and historic bilateral ties between the two nations.

4. KASH PATEL SWORN IN AS THE NINTH DIRECTOR OF THE FBI, TAKES OATH ON BHAGAVAD GITA –

• Indian-origin Kash Patel was officially sworn in as the ninth Director of the Federal Bureau of Investigation (FBI) on Friday, February 21, 2025. Patel, known for his close ties to former U.S. President Donald Trump, took his oath on the sacred Hindu text, the Bhagavad Gita, marking a significant moment in U.S. history.
• His swearing-in ceremony took place at the Eisenhower Executive Office Building, where U.S. Attorney General Pam Bondi administered the oath. Patel succeeds Christopher Wray, who resigned at the conclusion of the Biden administration.

5. DELHI CABINET APPROVES AYUSHMAN BHARAT IN FIRST MEETING AND OTHER DECISIONS –

• Rekha Gupta, a BJP leader and first-time MLA from Shalimar Bagh, took oath as the ninth Chief Minister of Delhi in a grand ceremony at Ramlila Maidan. She chaired her first cabinet meeting on the same day, announcing two major decisions: the implementation of the Ayushman Bharat scheme with a ₹5 lakh top-up and tabling of 14 pending CAG reports in the first Assembly sitting.
• Her government has also outlined its focus areas, including cleaning the Yamuna, infrastructure, education, and women’s welfare.

दिल्ली कैबिनेट ने पहली बैठक में आयुष्मान भारत को मंजूरी दी और अन्य निर्णय –

• शालीमार बाग से पहली बार विधायक बनीं भाजपा नेता रेखा गुप्ता ने रामलीला मैदान में एक भव्य समारोह में दिल्ली की नौवीं मुख्यमंत्री के रूप में शपथ ली। उन्होंने उसी दिन अपनी पहली कैबिनेट बैठक की अध्यक्षता की, जिसमें दो बड़े निर्णयों की घोषणा की गई: 5 लाख रुपये के टॉप-अप के साथ आयुष्मान भारत योजना का कार्यान्वयन और पहली विधानसभा बैठक में 14 लंबित सीएजी रिपोर्ट पेश करना।
